Don't get yourself hung up on that "RULE" that you hear in everybody elses course that you must play a minor chord on the II.
There are no rules!
Go ahead s use this chord on the II as pssing chord in the above example.
Here is II 6,9 b5. The is nothing minor about this chord. There is no (F) in this chord.

(II) 6,9 b5
D 6,9 b5
So now our sequence becomes II 6,9 b5 , bII 7#9, , down to the (I) 6,9.
(II) 6,9 b5
D 6,9 b5

(bII) 7#9
Db 7#9

(I) 6,9
C 6,9
